extremely low.

strength
|
The bank is sufficiently reliable, yet being more vulnerable to impact of adverse
commercial, financial and economic factors than banks bearing rating '5'. The probability
of bank's failure to return deposits is low.

3 - Medium
strength
|
The bank's reliability is on the medium level. There is a probability of bank's
failure to return deposits under impact of adverse commercial, financial and economic
factors.

2 - Below
medium strength
|
The bank's reliability is low. There is a high probability of bank's failure to return
deposits under impact of adverse commercial, financial and economic factors.

1- Low strength
|
The bank has encountered serious difficulties. There is low probability of return of
deposits.
